I tried your balance MOD from 1850 to 1950 so far and it works good and stable!
The idea of adding more locomotives are very good, specially to fill the gap between 50km/h and 100km/h steam locomotives!
Also the adjustment of the max. speeds of the trains and wagons are very helpfull and now correlate to the locomotives.
The balancing makes it a little bit easier to be more profitable for passenger transport. I used your mod with the Advanced Industry Mod and it also works perfectly for me, because the cargo lines become more realistic....heavy weight, very long trains (first time I used the middle sized cargo station) and enough profit.

Here are my suggestions for improving the mod:
- the life period of the very first steam locomotives seems a little bit too high (I think the first steam locomotives were not solid like this )
- for more realistic game starts, maybe it is possible to add more starting money in 1900 and 1950 (?), because it makes the game quite difficult to start in 1900 with the same money than 1850.
- also a game start in 1900 or 1950 would be more realistic with bigger towns and cities (more passengers for transport)->population is the same than in 1850
- sometimes the industries are placed very unrealistic:
.) the steel mill is placed on the top of a mountain and the coal/ore mines are near the river in the flat reagon instead near the mountains
.) the lumberjack is placed in the flat with no trees around it....
.) the oil well placed on the mountain ..... .... etc
I don´t know if this is possible to implement in your MOD.... it would be great to have it!
Your MOD is well done so far! Hopefully it will be expand!
