in the picture showing part2, you can already see that manhole covers are included! A flat one including the actual pipe part that is built into streets!
Yes I see them one's...... just there is others, like storm drain covers and the one's by the side of the road

Correct, because it's not only an asset but also a "driving" vehicle in the game. And that requires some more work than just converting it by using the converter.
It does say Decoration Vehicles though.......
