My game is not from steam but gog. so if i install a new mod must change in the end, the number of the mod? thats what you mean?

It should be all descriped in the documentation. The problem is it depends on your operating system (Win, Linux, "Fruits") and the shop you have purchased the game from (gog, epic, steam...). You need to find the "userfolder" and there should be a subfolder "mods" that is indented for user mods. This is the subpage for the folders: https://www.transportfever2.co…ocations#folder_locations
...oh wait, maybe it's even more easy: Not sure if this only works with the steam version but look ingame for the settings menu. There should be a tab extend and there is a button to open the userfolder (screenshot, german version).
i found the folder as you said, but if instal any mods there not showing in the game. Should i trie someyhing else (rename it or etc) or just extract there?

Hi to everyone! I recently bought the TF2 DELUXE Pack not from steam, and try to instal some mods. In the main folder of the game exists a mods folder with a note "This directory is reserved for built-in mods. Please install all mods in your userdata folder (in the mods/ subdirectory)" . I tried to instal the mods in ...AppData.Roaming.TF2.mods path, but not showing in the game. Can anyone help me? What i am doing wrong? Thanks a lot!
