After 14 days I loaded the saved game. all of a sudden I have these black rectangles on the map. Same in the new game. Anybody know what happens?

What if you zoom in?
Have you tried to clear your texture cache? (C:\Steam\userdata\[YourSteamID]\1066780\local\texture_cache)

It was my first step. Nothing change.

You haven't changed your driver or GPU settings by the way? -
I have this problem when start new game, load a saved game, play a campaign. Why you need a savegame? i have a lot mods.
I havent changed anything. Maybe windows update. -
Just curious, what happens if you go with a terrain tool in it? This helps me when I have rectangles with different grass type.

In most cases it is a graphics driver problem. Which graphics card have you installed?
With AMD graphics cards it is usually the Raptr that produces such errors. If you switch it off, the graphic error is also gone.
With Nvidia cards I read here that you should set the settings in the control panel to 'normal'. But I can't find the thread right now.

Source of the problem is anti aliasing set to 4
It also made the starting cut scene all black
