When looking inside tf_anims.py I find that
if action_data["type"] == 'FILE_REF'
it will probably export my keyframes data into .ani file, so I can get the delta-scales exported, but how do I activate export animation to file in Blender?

If I understand the code right it supports only import .ani files.
The export of ani files is not supported by the tool. The animations are written directly into the mesh.
But it looks like there are different scripts for the older Blenderversions to export *.ani, google is yor friend here.
The Mod-converter also makes *.ani files while converting the msh.
Mod-converter also makes *.ani
Yes (I'm using it) and the converter takes the data from the mesh (Tpf1) and converts what it has to .ani file. As long as the export tool (in Blender) doesn't export scale, there will never be any scale info at the end.
As I have a lot of mods that I whish to make public in TpF2 version and at the same time make some upgrades, there would be good to have the scale exported from Blender into .ani file directly. As I have built the old mods with more materials per mesh, I think FBX export will not work without a lot of work on the mods.
