It's not the UI, mostly it's just because the PC has no free ressources to do that.
I have 30 fps at that moment, 32GB memory, and the map is smooth.
Also, it seems to be a mod, since the original map doesnt have the problem, as any other map.
Its either a mod or something in the savegame went wrong, but no high cpu or memory issues seen.
Can a mod interfere with the UI?
You're talking about simulation speed, so it's a simulation issue. Gui and simulation is independent, so you can still have enough FPS.
You probably reached the simulation limit because of too many residents on your current savegame. How many do you have? How many towns? How big the map?
Make a screenshot of Taskmanager cpu with all threads before saying there are no cpu issues.

Are you using the beta? This is an important difference. If yes, test again with the stable version for compare. Then it could be a bug with the current Beta and should be reported. You can see the simulation load in the game debug views with AltGr+i
Your CPU is very old, so it may not be supported/be used efficiently. Game may be at its limit even if not 1 core is at 100% because the game engine is not perfectly optimized.
You dont have many sims but I see that the map is Megalomaniac size, so the distances are high and create more computation load.
Another reason that creates high simulation load, are custom industries with very high production values (>>400). You can test this by removing all industries.

Removed the beta, but couldnt load the save game anymore, so went back to beta.
I lowered all the settings to stay under the VRAM availabe, but still everything in slow motion.
Its in the save game, and it seems not to be an performance issue.
Whats the console command to change the sim speed ?
Does the camera move smoothly?
No -> Problem is rendering related (VRAM, GPU, ...)
Yes -> Do the vehicle run smoothly and not in slow motion?
Yes -> Should all be fine
No -> Problem is simulation related (CPU)
The simulation bottleneck is likely caused because your CPU is too weak to keep up with simulating the sim steps faster than they are "played". Hence everything slows down.
I understand what you mean dear Yoshi.
But why on a smaller map, but with way more traffic, a lot of pops, the fps goes to 5 fps, stutters lags, clearly the CPU cannot cope with it.
On this map, everythings goes smooth, not stutters no lag. Less lot people, looks fine, but slow motion. And slow motion is not lag/stutters.
Thus, why is it on a heavy map everything stutters, and low fps (understandably) and on this big map, with way less assets, way less people, less trains
everything is fine and dandy, except in slow motion. Why doesnt it stutter ? or lag ? as it does on my other much more heavy map.
Maybe you can see something on the save game ?
Always!! make a backup before saving with a BETA version!
As you said it is a map from the workshop, you can still test with the original map and find out whether this is an issue with the beta or the cpu issue was already existent for you in the stable game verison.

Looked at the industry production, and YES, BINGO!
Freestyle industries was used in that map a lot, and I lowered those settings, and speed buttons worked again.
Suggestion to UG: give a warning when going to slow motion..
