Yes, it is possible to change the speed inside the files. Which trains are you trying to increase. I can try to walk you through it.

Ja, das geht in einer Datei. Das sind die .mdl Dateien, allerdings sind die Geschwindigkeitsangaben irgendwie umgerechnet (auf jeden Fall keine km/h).

After downloading. Follow the following path: merk_ice1_1 \ res \ models \ model \ vehicle \ train.
I went through all of the mdls, increasing the max speed, tractive effort, and horsepower. This didn't change a thing, unfortunately. I don't think anything speed related would be located in the other files either as they are either sound, or related to the various components.
It is getting late for me, so I must turn in for the night. I can attempt again tomorrow, maybe someone else more knowledgeable can explain.

The speed is set in the mdl and only there. If you change it there it should work. And you have to rebuy all vehicles.

Short hint about the value. The parameter topSpeed in the *.mdl file defines the topspeed in km/h but you have to devide the value with 3.6 (e.g. if you want 90 km/h topspeed the value has to be "topSpeed = 25").
If you use other mods that change the tospeed for all vehicles your changed mod must be loaded after. If you are talking about the vanilla ICE...changing values in the original vanilla files or in a subscribed mod out of the steam workshop is never a good idea, because with any update your changes will be overwritten. Make a copy to your local mod folder first (where you place all manually downloaded mods like the ones out of this forum) but only activate one of them.

kennt einer von euch den wert für 140 Km/h in meiner Mdl steht bei Topspeed zb 38.5xxxx.

Du brauchst hier einen Wert in Meter pro Sekunde. Zwischen km/h und m/s liegt der Faktor 3,6: 1 km/h = 1000m/3600s = 1m in 3,6 Sekunden.
