Hello everyone: I connected all cities with double track in a circle, but passengers are not at the station, why?

Did you connect the stations with roads?
Are there bus or tram lines feeding the train stations?
Are the stations easy reachable by the "green" buildings? -
drives the train in the circle tru all the cities?
Then the the time is too long for a citizens to arrive thier target.
They only use your train if they can arrive thier target (eg. home-work) in 20 min (realtime incl. walk to/from bus/tram to/from train) -
When i build ring-lines then i build it in both directions. Have you done this too or do you only have one line/direction? And: Do you have only 1 train on the line? I would say something like one train per station should fit.

One "specialty" of Train Fever is the maximal travel time of 20 real time minutes. Therefore, lines with a travel time to long may not be used. Since average waiting time is added to the travel time, adding more trains to a line decreases the overall travel time and therefore makes the line more attractive.
