I just want to post that I think with the new update, even with unzipping the directories, seems the importer doesnt work with the new zip format.
Though, I could be doing something wrong.
As already said there will probably be no more updates.
I know, just saying I think the update officially killed the plugin.
I've made a version 0.7.0 which seems to be able to load and save stock models after the latest update. As always, it is not compatible with Blender versions beyond 2.79.
One feature which is slowly decaying is importing/exporting of metadata: since the plugin was first created, Urban Games has made the following changes to the metadata specification:
The workaround is to set most metadata (and particularly fakeBogies) by hand or using another tool. It seems that fakeBogies are now used at the lowest lod for stock locomotives (wheels are no longer rendered) so this may come up in situations where it didn't previously.
Seems I had to set the Lod setting to "0". However, still can't load anything from the staging folder sadly.

Definitely could be something i have set up wrong.
You can't import a mesh like this, the plugin expects the materials to be in the mesh. But they don't do that with TPF2 msh.
You can either
import the complete mdl
or
Write materials in TPF format into the msh and then import the msh
